Relationship Between the Code of Administrative Offenses and Administrative Procedural Code When Appealing Acts and Actions (Inactions) of Government Officials

Results of the round table discussion on the relationship between the Code of Administrative Offences and the Administrative Procedure Code when appealing against acts and actions (omissions) of state officials.

The event was organised by our team in collaboration with the director of the Maqsut Narikbayev University School of Administrative and German Law, Doctor of Law, Professor R.S. Melnik, with the participation of representatives of the judicial system, the legal community and the scientific community who are interested in the topic.

Opinions were shared by:

  • Judge of the Judicial Panel on Criminal Cases of the Supreme Court, Beibut Bkmukhametovich Shermukhametov;
  • Head of the SKAD Apparatus of the Supreme Court, Saltanat Muratovna Shamshinurova, Candidate of Juridical Sciences;
  • Chairman of the SMAAP of Ust-Kamenogorsk, Farkhad Anvarovich Kamalov;
  • Lawyer A.A. Kruglov.

The participants of the meeting agreed that the current version of the Code of Administrative Offences poses a number of problems for law enforcement officials, and that the issue of overcoming these problems by amending the legislation and conducting training sessions for judges has become pressing.
