From July 1, 2025, Kazakhstan's system of cassation appeals of court decisions is completely changing. The Supreme Court will no longer hear cases.

What will change?

New instance between appeal and Supreme Court — now all civil and criminal cases after appeal are subject to review in cassation courts without restrictions

Decisions in administrative cases will enter into force after appeal regardless of further appeals to the Supreme Court

  • Abolition of preliminary screening of complaints — cassation courts will review all incoming cases without preliminary filtering
  • Period for reviewing cases in cassation — up to 6 months

Where can court decisions be appealed now?

  • 3 cassation courts have been created — for criminal, civil and administrative cases. All are located in Astana
  • The Supreme Court (as the 4th instance) reserves the right to review cases only in exceptional circumstances

Important! What to do if you already have a case?

  • If your case is with the Supreme Court as of July 1, 2025, it will be automatically transferred to the new cassation court.

  • If an administrative case has already been filed with the Supreme Court, it will most likely also be transferred to the cassation instance.

  • If a civil case was concluded in the appeal after January 1, 2025, you have a choice:

    • Before July 1, 2025 – submit a motion for review to the Supreme Court.

    • After July 1, 2025 – appeal to the cassation court.
