Kazakhstan Expands SEZ Borders and Opportunities
What Has Changed?
On January 27, 2025, the Government of the Republic of Kazakhstan issued Resolution No. 25, which amended Government Resolution No. 772 dated November 24, 2017 "On Certain Issues of Special Economic Zones."
Territorial Expansion
- SEZ "Astana – Technopolis" — area increased to 846.185 hectares, new sub-zones added: "Multifunctional Tourist District" (157.585 ha) and the territory of Nursultan Nazarbayev International Airport (1299.415 ha)
- SEZ "Seaport Aktau" — territorial parameters updated to 3656.1719 hectares
- SEZ "Ontustik" — territorial parameters revised to 429.0001 hectares
- SEZ "Saryarka" — sub-zones added: "Metallurgy-Metalworking" industrial park (880.4 ha), "Silicon Valley" (60.11 ha) and the territory of Karaganda International Airport (312.546 ha)
Changes to the List of Priority Activities
- For SEZ "Aktobe", new directions were added: production of pharmaceutical products, synthetic rubber, essential oils, ceramic products, as well as mechanical engineering
- Enhanced focus on electronics industry, including production of batteries, electronic boards, communication equipment and consumer electronics
- The list now includes transport logistics, warehousing, freight transportation and aircraft maintenance

The expansion of territories and the list of activities opens new opportunities for investors and companies operating in high technology, mechanical engineering, logistics and pharmaceuticals.
Companies can apply for SEZ participant status through regional management companies.
