25 Years of KACB: How the Association Shapes the Future of Customs Regulation
On September 29, 2025, a Conference dedicated to the 25th anniversary of the Kazakhstan Association of Customs Brokers was held in Almaty. The event brought together representatives from Central Asian countries, EAEU and CIS, government agencies and business.

Participants included representatives of government agencies and business associations from Kazakhstan and the EAEU countries:
Vice Minister of Finance of the Republic of Kazakhstan Yerzhan Birzhanov, Chairman of the Presidium of the Atameken National Chamber of Entrepreneurs Raimbek Batalov, Deputy Director of the Customs Legislation Department of the Eurasian Economic Commission (EEC) Aleksandr Titov, as well as heads of customs broker associations from Kyrgyzstan, Uzbekistan, Tajikistan, Belarus, and Russia.
Digitalization and Professional Dialogue
The conference focused on topics defining the future of foreign economic activity:
• E-commerce and digital platforms in foreign trade;
• Implementation of intelligent cargo flow maps and KEDEN;
• Post-inspection and pre-trial procedures;
• Development of self-regulation of customs representatives.
The launch of a new XML format in the NIP KEDEN, establishing the structure and format of goods declarations (GD) and GD adjustments in electronic form, is noteworthy. This XML format will fully comply with EEC Decision No. 75 of May 30, 2023, as announced by representatives of the State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan (the NIP KEDEN program administrator) at the forum. This means technical support for NIP KEDEN with other information platforms that use this declaration format, such as the D-Sector TS program. This step will significantly simplify the process of compiling and issuing goods declarations for customs representatives, which will generally have a positive impact on the business environment for participants in foreign economic activity.
