Nurbulat is an Associate Partner at Fortune Partners LLP, where he leads customs consulting and customs review (audit).

He is an expert with 22 years of analytical, enforcement and management experience in customs authorities, including more than seven years in senior positions at the State Revenue Committee and the State Revenue Department.

From 2015 to 2021 he headed the customs division of the State Revenue Department for West Kazakhstan Region.

Between 2021 and 2026 he served as a State Auditor at the Supreme Audit Chamber of Kazakhstan, where he audited the effectiveness of tax and customs administration by the State Revenue Committee, as well as the activities of authorised EAEU bodies.

From 2010 he held senior positions in post-clearance customs control units at the central office, specialising in organising and supervising customs audits, analysing the application of customs legislation and developing customs risk profiles. He took part in customs audits of major importers and oil and gas companies, as well as in pre-trial settlement before the Appeals Commission of the Ministry of Finance and in court proceedings.

From 2010 to 2013 he participated in the project to modernise Kazakhstan's customs service, carried out under a World Bank loan, and in working groups drafting regulatory legislation.

He was directly involved in developing customs legislation of Kazakhstan and the EAEU on customs audits and audit methodology, participated in the working groups of the Joint Board of Customs Services of EAEU Member States on post-clearance customs control, and engaged with customs authorities across the EAEU.
